Looks like Magic Wand with 10-30 tolerance. I can see that the hair is against a rather plain background so why can’t it be cut out properly?

The budget for the SEA Games 2015 is pretty high but I have no idea why $10 was set aside for this? Next time please come to me and I’ll get the job done properly. It IS an international event but our publicity material looks like something off the 7-11 advertisements.
